All generators and outdoor lighting will be shut off by 11:00 pm . A shuttle plan will be implemented that requires guests to shuttle to the event from approved parking locations off-site. Guests are not allowed to park on-site. The event organizer will provide potable water and portable restrooms for the temporary event. No grading or tree removal is proposed. Notice of Exemption
Exempt Status
Categorical Exemption

15304
Reasons for Exemption
The Project was evaluated for compliance with the California Environmental Quality Act (CEQA) and determined to be exempt from environmental review pursuant to CEQA Guidelines Section 15304 [Minor Alterations to Land), which exempts minor temporary uses of land having negligible or no permanent effects on the environment. The project is also conditioned to include fencing, setbacks from biological resources, limitations on amplified sound, and implementation of a shuttle plan to ensure that the event activities are confined to lawn areas and that habitat and known cultural resources on the site are protected during the temporary event. This exemption applies to the Project because the Project is a request to allow a temporary use (charitable function/temporary event) that will have no permanent effects on the existing environment.
The proposed project does not involve unusual circumstances, including future activities, resulting in or which might reasonably result in significant impacts which threaten the environment. The exceptions to the categorical exemptions pursuant to Section 15300.2 of the State CEQA Guidelines are:
(a) Location. Classes 3, 4, 5, 6, and 11 are qualified by consideration of where the project is to be located -a project that is ordinarily insignificant in its impact on the environment may in a particularly sensitive environment be significant. Therefore, these classes are considered to apply all instances, except where the project may impact on an environmental resource of hazardous or critical concern where designated, precisely mapped, and officially adopted pursuant to law by federal, state, or local agencies.
The Project is a request to allow a two-day temporary event that will be limited to a maximum of 2,000 persons on-site {guests, employees, and volunteers combined) each day. No permanent structural development is proposed. All event structures and facilities are temporary and will be removed from the site within three days of completion of the event. The subject property does contain mapped environmentally sensitive habitat (ESH) areas. However, as discussed in the Director's Memo dated August 14, 2026, and incorporated herein by reference, all proposed facilities and structures and for the event are temporary and the Project will not have adverse effects on environmental resources. The applicant submitted a Biological Resources Assessment that includes a site assessment, database search and literature review, an impact analysis, and avoidance and minimization measures. The Biological Resources Assessment determined that with implementation of the avoidance and minimization measures, there will be no adverse impacts to biological resources. Therefore, this exception to the categorical exemption does not apply.
(b) Cumulative Impact. All exemptions for these classes are inapplicable when the cumulative impact of successive projects of the same type in the same place, over time is significant.
The Project is a request to allow a two-day temporary event that will be limited to a maximum of 2,000 persons on-site (guests, employees, and volunteers combined) each day. No permanent structural development is proposed. All event structures and facilities are temporary and will be removed from the site within three days of completion of the event. Temporary events are temporary, and do not result in a permanent change or intensification of use. The subject property will remain as a single-family residential lot after completion of the temporary event. The proposed event requires extensive review and clearances by applicable departments through a Coastal Development Permit. Additional new temporary event projects on similar lots in the vicinity that require a Coastal Development Permit would be processed in conformance with applicable ordinance and policy regulations and would not result in a cumulatively significant impact. Therefore, this exception to the categorical exemptions does not apply.
(c) Significant Effect. A categorical exemption shall not be used for an activity where there is a reasonable possibility that the activity will have a significant effect on the environment due to unusual circumstances.
There is no substantial evidence that the Project involves unusual circumstances, including future activities, resulting in or which might reasonably result in significant impacts which threaten the environment. Accordingly, this exception to the Categorical Exemption is not applicable to the Project.
(d) Scenic Highways. A categorical exemption shall not be used for a project which may result in damage to scenic resources, including but not limited to, trees, historic buildings, rock outcroppings, or similar resources, within a highway officially designated as a state scenic highway. This does not apply to improvements which are required as mitigation by an adopted negative declaration or certified EIR.
The Project will not result in damage to scenic resources, The Project is a request to allow a two-day temporary event that will be limited to a maximum of 2,000 persons on-site (guests, employees, and volunteers combined) each day. No permanent structural development is proposed . All event structures and facilities are temporary and will be removed from the site within three days of completion of the event. The proposed event area is not visible from a state designated scenic highway.
(e) Hazardous Waste Sites. A categorical exemption shall not be used for a project located on a site which is included on any list compiled pursuant to Section 65962.5 of the Government Code.
The proposed project is not located on a site that is included on any list compiled pursuant to Section 65962.5 of the Government Code. Therefore, this exception to the categorical exemption does not apply.
(f) Historical Resources. A categorical exemption shall not be used for a project which may cause a substantial adverse change in the significance of a historical resource.
As discussed in the Director's Memo dated August 14, 2026, and incorporated herein by reference, the Project will not cause a substantial adverse change in the significance of historical or cultural resources. The Project is a request to allow a two-day temporary event that will be limited to a maximum of 2,000 persons on-site (guests, employees, and volunteers combined) each day. Though there are known cultural resources on site, they will not be impacted by the proposed temporary event with implementation of avoidance and minimization measures. Avoidance and minimization measures include tents being anchored with ballasts, prohibiting the use of stakes and posts within the development exclusion area, and using self-supporting temporary fencing within the southern portion of the project site (i.e. prohibiting the use of posts or stakes in this area). No permanent structural development is proposed. All event structures and facilities are temporary and will be removed from the site within three days of completion of the event. No grading or ground disturbing activities are proposed.
