Document Description
To repair scour damage to the footer of pier 6 of the existing Milepost 239.83 Bridge. Repair consists of installing sheet-pile forms surrounding the 8-foot by 22-foot pier 6 and backfilling the scour hole with controlled low strength material. Two existing abandoned piers and associated sheet-pile cofferdams from a previous bridge, each approximately 12 feet by 24 feet, will also be removed to three feet below the natural groundline within the Cottonwood Creek Channel. The remainder of the project area will be restored to conform to pre-construction contours. Milepost 239.83 Bridge is a single-track, nine-span, 511-foot-long railroad bridge constructed in 1983 and authorized under Board Permit No. 13563.

Exempt Status

Type, Section or Code
15301, 15302
Reasons for Exemption
The Board has determined that the project activities within the Board's authority are statutorily exempt from CEQA pursuant to California Code of Regulations, title 14, section 15275(a). The project qualifies for this exemption because it involves the institution or increase of passenger or commuter service on rail lines or high-occupancy vehicle lanes already in use / or facility extensions not to exceed four miles in length which are required for transfer of passengers from or to exclusive public mass transit guideway or busway public transit services. The Board has determined that the project activities within the Board's authority are exempt from CEQA pursuant to the Class 2 (Replacement or Reconstruction) categorical exemption (California Code of Regulations, title 14, section 15302). The project qualifies for this exemption because it involves the replacement or reconstruction of an existing structure or facility that will be located on the same site as the structure or facility replaced and will have substantially the same purpose and capacity. The Board has determined that the project activities within the Board's authority are exempt from CEQA pursuant to the Class 1 (Existing Facilities) categorical exemption (California Code of Regulations, title 14, section 15301(l). The project qualifies for this exemption because it involves removal of small existing structures and involves negligible or no expansion of existing or former use. The Board further finds that none of the exceptions to the categorical exemptions set forth in California Code of Regulations, title 14, section 15300.2 apply.
