Document Description
The proposed project consists of removing and replacing two existing corrugated metal pipe culverts that have failed beneath a road crossing. The culvert failure resulted in sediment displacement directly above one of the culverts and rendered the road crossing impassable. The existing culverts will be replaced with a double barrel reinforced concrete pipe installed within the footprint of the existing culverts and entirely within the District's flowage easement. Construction will involve excavating and removing the existing culverts, placing and assembling the new culverts, and backfilling the excavated area. Rock slope protection and will be installed at the inlet and outlet of the new culverts to stabilize the channel and prevent future erosion. All work will occur during the dry season when no streamflow is present. Construction impacts will be temporary and confined to the District's easement.

CEQA Guidelines Sections 15301(b), 15303(d), and 15304(b)
Reasons for Exemption
The proposed project consists of removing and replacing two existing failed culverts to restore an existing road crossing within the same crossing footprint and entirely within the District's flowage easement. The original corrugated metal pipe culverts were severely undersized for existing hydrologic conditions, which contributed to culvert failure, sediment displacement, and loss of roadway access. The replacement concrete culverts are appropriately sized to convey storm flows and maintain existing stream function, reducing the potential for future roadway failure, erosion, and sediment transport. The project would not change the alignment, location, or overall function of the stream or the road crossing, and no new roadway or stream crossings would be created. Construction activities would involve minor excavation and backfilling associated with culvert replacement and installation of inlet and outlet protection, limited to the previously disturbed locations. All construction impacts would be temporary. There is no reasonable possibility that there will be a significant effect on the environment.
