Document Description
JOC 2026 ODELL AVENUE EMERGENCY APPROACH REPAIRS Project Description Project Location: Odell Avenue: San Joaquin County Bridge 29C-098 North approach. See attached Vicinity Map. Project Justification: The structure of the roadway and bridge have been compromised due to undermining at the northern Abutment which has exposed the Abutment piles and the underside of the Abutment. As a result, the roadway subbase is washing under the Abutment creating voids underneath the roadway leaving the northern approach at risk of failure. Scope of Work: To remediate the roadway and bridge Abutment at San Joaquin County bridge 29C-098. Reconstruction duties include but are not limited to: 1. Digging out and reconstructing the north approach under both lanes. 2. Reconstructing roadway with a concrete slurry sub-base and placing Aggregate Base (AB) lifts before capping the road with 0.25 feet of Asphalt Concrete (AC). 3. Installing 18 inches minus Rock Slope Protection (RSP) and grout under the bridge at Abutment 4. All aspects of installation must meet the approval of San Joaquin County Bridge Engineering and must be performed in accordance with San Joaquin County Public Works Job Order Contracting (JOC) standards and procedures. Environmental Setting: In these portions of the San Joaquin County, land usage is primarily residential with single family homes. There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st. Beneficiaries: The public will see increased safety and fewer hazards with this well-maintained bridge. Overall, there will be reduced maintenance concerns and more reliability within the project area.
