The project is statutorily exempt from review under the California Environmental Quality Act pursuant to Section 21080.57 of the Public Resources Code, which exempts activities or approvals necessary for or incidental to planning, design and construction of public park or nonmotorized recreational trail facilities funded in whole or in part by the Safe Drinking Water, Wildfire Prevention, Drought Preparedness, and Clean Air Bond Act of 2024 (Proposition 4). Consistent with this section, the project will be partially funded by Proposition 4 and will develop designs and construct improvements to a public park and nonmotorized trail facility.
