Document Description
The Three Valleys Municipal Water District proposes to install a 24" Bypass connection with the Metropolitan Water District’s Rialto Pipeline as a backup to the existing 42" connection at the District’s Headquarters in the City of Claremont. This will consist of an approximate 30-40 feet of new pipeline in a landscaped median between East Miramar Avenue and the District’s Access Road.

Reasons for Exemption
The State CEQA Guidelines provide a series of categorical exemptions for projects that have been deemed to have minimal impacts on the environment. The proposed installation of the PM-21 Bypass Service Connection Project in the areas referenced above has been determined to have no potential to cause significant adverse effects on the environment and will ensure that the District’s connection to the Metropolitan Water District’s Rialto Pipeline can be maintained in an efficient and safe manner. Categorical Exemption Class 3 exempts “the construction and location of limited numbers of new, small facilities or structures......(d) Water mains, sewage, electrical, gas, and other utility extensions, including street improvement, of a reasonable length to serve such construction.” The exceptions to the issuance of categorical exemptions have been evaluated for the proposed project. The proposed project has been determined not to have a potential to cause significant adverse environmental effects. Therefore, this proposed action is not forecast to cause any potential for significant adverse environmental impacts and qualifies with the requirements for Class 3 Exemption.
