Reasons for Exemption
Reasons why project is exempt: The project qualifies within the Class 32 Categorical Exemption per CEQA Guidelines §15332 (infill development projects) as well as Class 1 (§15301, Existing Facilities) and Class 4 (§15304, Minor Alterations to Land). The project is consistent with the General Plan and Municipal Code. The project occurs within city limits on a previously developed site of less than five acres (1301 Broadway Circle) and is entirely surrounded by established urban uses. The project site has no value as habitat for endangered, rare or threatened species and does not have significant impacts to traffic, noise, air quality or water quality, as it consists entirely of an existing, fully paved commercial shopping center. The site is already adequately and fully served by all required utilities and public services. The project consists of the demolition of an existing approximately 5,000-square-foot central commercial building to replace it with a landscaped gathering area featuring benches and tables centered around a flagpole. The work includes reconfiguring the parking lot layout with additional parking spaces and updating existing landscaped areas. It also includes minor exterior architectural additions to the remaining commercial tenant spaces to enhance aesthetics and visibility to the rear units. The project does not include any expansion of commercial intensity or capacity. By reducing the overall built footprint, the modifications will not result in a substantial adverse effect on the environment. The project is consistent with the adopted Mitigated Negative Declaration of April 27, 2006.
