Reasons for Exemption
The Project is categorically exempt from CEQA under Class 2 (Replacement or Reconstruction) exemptions set forth in State CEQA Guidelines Sections 15302.
The Class 2 exemption applies to the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as
the structure replaced and will have substantially the same purpose and capacity as the structure replaced.
The Project is the replacement of 530 linear feet of existing sanitary sewer force main. All construction activities will occur within existing rights-of-way, utility easements, and previously disturbed areas. No expansion of the RVSD’s service area, capacity, new
alignment, or new service connections beyond those existing will occur.
None of the exceptions to categorical exemptions under CEQA Guidelines Section 15300.2 apply. The Project will not result in cumulative impacts; there is no reasonable possibility of a significant environmental effect due to unusual circumstances; it is not located within a designated scenic highway corridor; it does not affect any historical resources; and it is not located on a hazardous waste site pursuant to Government Code Section 65962.5.
Accordingly, the Project is categorically exempt pursuant to Class 2 (Section 15302) of the State CEQA Guidelines.
