Document Description
The Visalia Landfill Scale Expansion Project scope of work includes adding a new gate entrance, installing approximately 16,000 square feet (sf) of asphalt concrete
paving, and installing electrical and low voltage infrastructure for a new scale weigh station. The added infrastructure will be within the limits of the existing landfill facility. This added infrastructure once completed will have beneficial impacts. The new entrance will allow expedited entrance for commercial trucks that use the landfill on a regular basis. The commercial trucks will have radio frequency identification (RFID) tags that will record the truck weight upon entrance into the facility. With this new system the commercial trucks will not need to weigh a second time when exiting the facility. The overall truck wait time, and idle time will be reduced thus reducing vehicle emissions and improving the efficiency of the facility operations.

Reasons for Exemption
The Project is exempt under CEQA Guidelines Section 15301 (Class 1, Existing
Facilities) because it consists of minor alterations to an existing public facility involving negligible expansion of existing or former use. The Project will cover a 16,000 sf (0.37 acre) area fully within the existing 634-acre Visalia
Landfill facility boundary and will improve existing circulation and weighing operations without expanding the landfill disposal footprint or permitted disposal capacity. Section 15311 (Class 11, Accessory Structures) also applies because the new gate, automated scale/weigh station, RFID equipment, and related improvements are minor structures and equipment accessory and appurtenant to the existing landfill facility. Therefore, the Project is categorically exempt from CEQA under Sections 15301 and 15311.
