Department of Water Resources (DWR), as the RCIS proponent, is preparing the Delta Regional Conservation Investment Strategy (Delta RCIS); a voluntary, non-regulatory, landscape-scale conservation planning tool under California’s RCIS Program (Fish & Game Code §1850 et seq.).
An RCIS identifies regional conservation priorities to guide voluntary conservation actions and investments, such as habitat restoration, enhancement, and protection. An RCIS is nonbinding and does not establish land use regulations or limit the authority of local agencies.

The proposed RCIS area generally aligns with the statutory boundary of the Sacramento–San Joaquin River Delta (Legal Delta) and Suisun Marsh, with the exclusion of the portions of the Legal Delta that are covered by the East Bay RCIS in Contra Costa County, Yolo RCIS in Yolo County, and the San Joaquin Valley RCIS in San Joaquin County. Additionally, the RCIS area includes the Montezuma Hills area of Solano County.
