The Project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15332 (Class 32 - In-Fill Development Projects) because it is a residential infill development on a site within city limits that is consistent with the applicable General Plan designation and zoning, is located on a substantially surrounded urban site. and can be adequately served by existing public utilities and services. Furthermore, the Project would not result in any significant effects relating to traffic, noise, air quality, or water quality, and the site has no value as habitat for endangered, rare, or threatened species.
