Document Description
The project consists of improvements and maintenance to approximately 4,600 linear feet of the existing Lynch Creek Trail, a Class I multi-use path located within the City of Petaluma. Maintenance activities include replacement of approximately 1,800 linear feet of the existing paved trail between North McDowell Boulevard and the Lynch Creek footbridge, near the confluence of Lynch Creek and the Petaluma River. Within this segment, the existing asphalt pathway will be removed and replaced with an approximately 10- foot-wide concrete multi-use path. The existing concrete trail segment beneath U.S. Highway 101 will remain in place and is excluded from the project scope. Additional improvements include construction of an approximately 10-foot-wide concrete multi-use path along approximately 1,300 linear feet of an existing unpaved trail segment between Edith Street and Payran Street. An Americans with Disabilities Act-compliant ramp connection and related trail access improvements will also be constructed at an existing trail entrance at Payran Street. Pedestrian scale lighting and associated electrical infrastructure will be installed along portions of the trail alignment. The lighting improvements will include underground conduit and wiring, light-pole foundations, light poles, and associated electrical equipment. For existing paved sections of the pathway, the lighting and associated electrical infrastructure will be installed adjacent to the pathway; within newly paved sections, the infrastructure will be installed beneath the pathway. Lighting will be appropriately shielded and directed toward the pathway to prevent light spill into adjacent riparian areas. Excavation associated with the trail, access, and electrical improvements is anticipated to extend approximately 18 to 48 inches below existing grade. Other project components will include fencing, signage, pavement markings, trail furnishings, minor drainage modifications, and related appurtenant improvements necessary to support the accessibility, safety, and continued operation of the trail. Construction activities, staging, and access will occur within existing City of Petaluma rights-of-way and within existing or proposed easement areas associated with Sonoma Water and the Madison Village Homeowners Association. Construction is anticipated to occur in Spring 2027 over approximately 80 working days. Equipment is expected to include excavators, skid steers, loaders, compactors, dump trucks, concrete trucks and pumps, and other standard light-duty construction equipment. Due to weight and height restrictions that limit construction access along portions of the trail, a boom pump will likely be used to place concrete in an otherwise inaccessible trail segment. The pump and concrete trucks will access the area from Burlington Drive using the existing dirt path leading to the pedestrian bridge. From this location, the pump boom will extend over Lynch Creek to place concrete for the new pathway on the opposite side. The boom pump and associated equipment will remain outside the creek, and no equipment or materials will be placed within the creek channel. Construction within accessible portions of the project area will remain within or immediately adjacent to the existing trail. The inaccessible trail segment will be accessed from Burlington Drive via the existing dirt path on the opposite side of Lynch Creek between the 101 overpass and the pedestrian bridge. Ground-disturbing work will remain outside the top of bank of Lynch Creek and the Petaluma River. An arborist will be present during construction near existing trees to monitor the work and ensure that appropriate tree-protection measures are followed. Applicable erosion-, sediment-, and spill-control best management practices will be implemented throughout construction, with additional rainy-season controls used as necessary. Measures will include perimeter sediment controls, protection of nearby drainage inlets, stabilized access and staging areas, proper management of concrete washout, and measures to prevent construction materials, debris, or runoff from entering Lynch Creek or the Petaluma River. Equipment fueling, maintenance, material storage, and concrete washout will occur only in designated areas away from waterways and drainage inlets.

Notice of Exemption

Exempt Status
Categorical Exemption
Type, Section or Code
Existing Facilities, Sec.15301(c); Replacement or Reconstruction, Sec.15302
Reasons for Exemption
The project consists of maintenance, repair, and improvements to portions of the existing Lynch Creek multi-use trail, which also provides access to Lynch Creek for City personnel carrying out maintenance activities associated with flood control facilities. Improvements will occur within or immediately adjacent to the existing trail alignment and outside the top of bank of the Petaluma River. The project will result in negligible or no expansion of use beyond existing conditions, and there are no cumulative impacts, unusual circumstances, or other factors that would make the exemptions inapplicable. Therefore, the project is categorically exempt pursuant to CEQA Guidelines Section 15301(c), which applies to the repair, maintenance, and minor alteration of existing bicycle and pedestrian trails and similar facilities, and Section 15302(c), which applies to the replacement or reconstruction of an existing public facility in substantially the same location and for the same purpose.
