Document Description
Crystal Springs Discretionary Groundwater Permit Notice of Exemption, permit number E26-00164. The project is a request for a ground water permit to allow for the installation of a new irrigation well to be incorporated into the existing water system at 565 Crystal Springs Road. Installation of the proposed well would increase the total number of on-site wells from two to three without increasing the quantity of water withdrawn or applied for beneficial use. Water from the irrigation wells would continue to be used for vineyard irrigation on-site and hauled for vineyard and landscaping irrigation to a property located at 2355 Pickett Road. There are no additional proposed water demands at the project site or Pickett site with construction of the proposed irrigation well and the new well would not result in a net increase in site water demand. The pre-existing wells would continue to provide supplemental water, as a back-up supply, to both Pickett, non-contiguous properties, as has historically been implemented to maximize the efficient use of water subject to availability. Additionally, the proposed well would provide a source of failsafe water in the event of quasi-emergency conditions (e.g., pump failure, casing issues), and vice versa, and also provide an additional source of water for potential fire suppression and smoke mitigation.

Reasons for Exemption
The Project meets the CEQA criteria for exemption from environmental review under Class 3, Section 15303. This section of the guidelines describes New Construction or Conversion of Small Structure. This Project consists of construction and location of a new well to serve as irrigation for existing agriculture. A Water Availability Analysis consistent with Napa County requirements was prepared and submitted and found to be Technically Adequate by the Napa County Engineering Division. It was determined that the proposed well will not have a significant adverse impact on public trust or groundwater resources. County staff has determined that the well does not pose any threat to human health, safety, or the environment. The parcel has been historically planted with vineyard and irrigated with well water. The project site is not listed on any hazardous waste sites enumerated under Government Code Section 65962.5.
