Document Description
To authorize an existing irrigation facility consisting of a 10-inch steel irrigation pipe (DSID 17469) through the levee, a pump inside a pump house on the waterside levee slope, stairs on both levee slopes, gate valves on both ends, and a service pole on the landside levee slope. The pipe was installed 4.8 feet below the levee crown with sections exposed on both sides of the levee slopes. The pipe is shown in the Operation and Maintenance Manual "Unit 111, East Levee of Sacramento River from Freeport to Walnut Grove, May 1959, Revised 29 Dec 2016".

The Board has determined that the project activities within the Board's authority are exempt from CEQA pursuant to the Class 1 (Existing Facilities) categorical exemption (California Code of Regulations, title 14, section 15301). The project qualifies for this exemption because it is limited to the operation, repair, maintenance, permitting, or minor alteration of an existing facility and involves negligible or no expansion of existing or former use. The Board further finds that none of the exceptions to the categorical exemptions set forth in California Code of Regulations, title 14, section 15300.2 apply.
