Type, Section or Code
Class 32, Section 15332 – In-fill Development Projects
Reasons for Exemption
The proposed project is exempt under State CEQA Guidelines Section 15332 In-Fill Development Projects (Class 32). Section 15332 establishes the following conditions for application of the exemption: “(a) The project is consistent with the applicable general plan designation and all applicable general plan policies as well as with applicable zoning designation and regulations. (b) The proposed development occurs within city limits on a project site of no more than five acres substantially surrounded by urban uses. (c) The project site has no value as habitat for endangered, rare or threatened species. (d) Approval of the project would not result in any significant effects relating to traffic, noise, air quality, or water quality. (e) The site can be adequately served by all required utilities and public services.” The project is located within city limits at an existing 1.3-acre developed parking lot served by existing utility and public services. The property is zoned C-A (Civic Activity) and meets general plan designation for a municipal park. The project is in a developed parking lot which has no value on any known habitat and would not result in any significant increase to traffic, noise, air quality or water quality effects. According to the noise study prepared by Veneklasen Associates dated August 2026, The future pickleball court may lead to an increase in noise to the community, which will be mitigated by the use of 8-foot high acoustic panels around the entire court fence. The proposed project satisfies each of the conditions for the Class 32 exemption. The project is located within city limits on an approximately 1.3-acre, previously developed site consisting of an existing parking lot that is substantially surrounded by existing urban development. The site is served by existing utilities and public services. The property is zoned C-A (Civic Activity) and is designated for Municipal Park use under the General Plan. The proposed project is consistent with the applicable General Plan designation and applicable General Plan policies and is consistent with the applicable zoning designation and regulations. The project site consists of an existing developed parking lot and does not contain natural habitat areas. Based on available site information and existing site conditions, the site has no known value as habitat for endangered, rare, or threatened species. The project would not result in significant effects relating to traffic, air quality, or water quality. The project would utilize an existing developed site and existing utility and public-service infrastructure, and the proposed use is not anticipated to generate a substantial increase in traffic or result in significant air quality or water quality impacts. With respect to noise, a noise study prepared by Veneklasen Associates, dated August 2026, evaluated potential noise associated with the proposed pickleball courts. The study determined that operation of the future pickleball courts could result in an increase in noise levels at surrounding sensitive receptors. The project incorporates 8’ high acoustic panels affixed to the perimeter court face, which is identified in the report as a sufficient noise-reduction measures to reduce operational noise from the pickleball courts. With incorporation of these measures, project-related noise would not result in a significant noise effect. Based on the foregoing, the project meets all applicable conditions of State CEQA Guidelines Section 15332 and qualifies for the Class 32 In-Fill Development Projects exemption.
