Reasons for Exemption
Category 6 Exemption for Information Collection: Pursuant to Food and Agricultural Code section 12978.7(g)(8), DPR is conditionally authorizing use of Brigand SB Soft Bait, EPA Reg. No. 87235-1-AA, containing the active ingredient bromadiolone, for research related to its reevaluation of second-generation anticoagulant rodenticides (SGARs). The objective of DPR’s reevaluation of SGARs is to assess whether continued use of SGARs will reasonably be expected to result in significant adverse effects to non-target wildlife and/or whether additional mitigation is necessary. Real-time monitoring and mapping of trophic pathways following various application treatments is expected to provide valuable information to allow precise tracking of SGAR movement through rodent populations and trophic pathways and address related critical data gaps. The rodenticide use will be for a maximum of 12 months, will be geographically limited to Los Angeles and Orange Counties and will be for a maximum of 9 grams of active ingredient total for the entire research activity. The bait stations will be spatially separated, and use will comply with the pesticide product’s registered label directions and other applicable use regulations. This is basic data collection and research activity that does not result in a serious or major disturbance to an environmental resource. Category 6 activities may include those that are part of a study leading to action which an agency has not yet approved. DPR has not yet determined whether SGARs may be used under current use limitations, or whether additional mitigation would be needed through adoption of a regulation, or whether cancellation of these registrations would be supported by the evidence. The Decision to authorize this data gathering and research activity is thus exempt from CEQA.
