Reasons for Exemption
The project involves a cell tower on a developed site with a residence, accessory dwelling unit, garage and garden. The tower site replaces an existing garden. The project would not change the allowable uses of the site from agricultural and residential to another use. Based on a site inspection by planning staff and review of the County’s Geographic Information System database of environmental resources and state databases of hazardous materials; the site is not located within a designated scenic highway, no hazardous waste sites are identified on the project site, no surface evidence of historical resources were identified; and no unusual circumstances exist. The nearest cell tower is 2± miles from the project site, therefore, cumulative impacts are not anticipated. No biological resources with potential to be altered were identified on site and suitable habitat for sensitive species were not found. No wetlands or drainages are located on site. Therefore, no impacts to biological resources are anticipated. Based on the preceding, it can be seen with certainty that the activity will not have a significant adverse impact on the environment.
