Reasons for Exemption
In accordance with the California Environmental Quality Act (“CEQA”), staff has determined that the proposed ordinance is exempt from further environmental review and, if the ordinance is adopted, a Notice of Exemption will be adopted in compliance with CEQA (Section 15061(b)(3)). Staff has determined that the adoption of a resolution establishing a fee for an Alcohol Use Permit application is exempt from environmental review pursuant to CEQA Guidelines Section 15378(b)(4) which exempts from CEQA the creation of government funding mechanism. This action does not permit any physical changes to the environment and implements a new permitting mechanism and associated permit fee.
