Document Description
Rule 1157 regulates aggregate and related operations to reduce emissions of particulate matter with an aerodynamic diameter of 10 microns or less (PM10). Proposed Amended Rule 1157 (PAR 1157) will further reduce PM10 emissions from aggregate and related operations by: 1) expanding the applicability to include construction and demolition debris transfer stations; 2) specifying frequencies for when the application of dust control/suppressants or chemical stabilizers are required; 3) adding new compliance pathway for conducting periodic inspections of open storage piles in lieu of prescribed dust suppressant application frequencies; 4) adding enhanced recordkeeping requirements; 5) adding new requirements to standardize signage for applicable facilities; 6) expanding requirements that are triggered by recurring violations; and 7) removing obsolete requirements. Implementation of PAR 1157 will require installation of new signage for all applicable facilities and may require the installation of rumble grates and gravel pads at some facilities. Implementing additional requirements applicable to aggregate and related operations to reduce PM10 emissions and address community concerns will improve compliance which will benefit public health and ambient air quality.

The proposed project is located within the South Coast Air Quality Management District’s (South Coast AQMD) jurisdiction, which includes the four-county South Coast Air Basin (all of Orange County and the non-desert portions of Los Angeles, Riverside, and San Bernardino counties), and the Riverside County portion of the Salton Sea Air Basin and the non-Palo Verde, Riverside County portion of the Mojave Desert Air Basin.

Reasons for Exemption
South Coast AQMD, as Lead Agency, has reviewed the proposed project (PAR 1157) pursuant to: 1) CEQA Guidelines Section 15002(k) General Concepts, the three-step process for deciding which document to prepare for a project subject to CEQA; and 2) CEQA Guidelines Section 15061 Review for Exemption, procedures for determining if a project is exempt from CEQA. It can be seen with certainty that there is no possibility that implementation of PAR 1157 may have a significant adverse effect on the environment because the installation of new signage, rumble grates and gravel pads as applicable would typically involve minimal construction activities and would result in overall operational improvements without resulting in significant adverse environmental impacts. Therefore, the proposed project is exempt from CEQA pursuant to CEQA Guidelines Section 15061(b)(3) – Common Sense Exemption.
