The Project Site is consistent with the applicable general plan and zoning regulations; occurs within City limits on a site less than 5 acres; the site has no habitat for endangered, rare or threatened species; approval of the Project would not result in significant effects relating to traffic, noise, air quality, or water quality; and the Project Site and can be serviced by existing utilities. The criteria for the exceptions to the exemptions as identified in Guidelines Section 14 CCR, Chapter 3, Article 19, Section 15300.2 were also evaluated and found that there are no exceptions to the use of an exemption for the Project
