Test hole drilling and construction of nested monitoring wells for water quality studies. Monitoring well No. 1 has an approximate 8 ft. x 8 fl. footprint and monitoring well No. 2 has an approximate 10 ft. x 10 ft. footprint on the subject parcels and the City of Fresno has established the necessary construction permissions. These project areas are necessary for State Water Board compliance with the terms of the Waste Discharge Requirements for the Regional Wastewater Reclamation Facility (RWRF) and RWRF permits.

Section 15303/Class 3 - This project is necessary to conduct testing and monitoring for water quality studies in compliance with State Water Board compliance with the terms of the Waste Discharge Requirements for the Regional Wastewater Reclamation Facility and RWRF permits. The project calls for excavation of a bore hole to install a new groundwater monitoring wells and constitutes construction, or placement of minor structures.
None of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to these projects. Furthermore, the proposed projects are not expected to have a significant effect on the environment and the categorical exemptions, as noted above, have been prepared for the project and the area is not environmentally sensitive.
