1. General Plan Amendment to amend the General Plan land use designation of an
approximately 0.5± acre portion of the 1.14± acre site from MU (Mixed Use) to GC
(General Commercial).
2. Site Development Permit to allow a 1,025± square foot drive through Dutch Bros
Coffee and a 1,352 square foot drive through express oil change facility on a 1.14±

Reasons for Exemption
After reviewing the project and its setting, the Environmental Coordinator
for the County of Tuolumne has determined that the project is exempt from environmental review under the California Environmental Quality Act (CEQA) pursuant to Section 15303 of the State CEQA Guidelines because the project entails the construction of two commercial structures that are 1,025± and 1,352± square
feet in size. The project does not involve the use of significant amounts of hazardous substances . All public services, including water and sewer, are available, and the surrounding area is not environmentally sensitive. The proposed General Plan amendment for a portion of the site would support the development of two
commercial structures. None of the exceptions listed in Section 15300.2 apply to this project.
