Notice of Exemption for the installation of a real-time reservoir elevation gage station at the existing R.W. Matthews Dam, consisting of a water level sensor, a data collection platform, solar power, and satellite telemetry equipment, to transmit hourly or sub-hourly reservoir elevation data to the California Data Exchange Center (CDEC). The project is funded through the California Department of Water Resources' Real-Time Data Direct Grant Program (RGUS). Beneficiaries include Humboldt Bay Municipal Water District, the Division of Safety of Dams, and downstream flood and emergency management agencies, through improved dam safety monitoring and early warning of high-water conditions.

Reasons for Exemption
The project consists of the minor alteration of an existing public facility (R.W. Matthews Dam) through the addition of instrumentation, involving negligible or no expansion of the dam's existing use or capacity. It has been determined that none of the exceptions to the use of a categorical exemption under CEQA Guidelines Section 15300.2 apply:
a) Location: The project does not affect an environmental resource of hazardous or critical concern.
b) Cumulative Impact: The project is not one of a series of successive projects of the same type in the same place.
c) Significant Effect: No unusual circumstances are present that would result in a significant effect on the environment.
d) Scenic Highways: The project does not affect scenic resources within a designated state scenic highway.
e) Hazardous Waste Sites: The project site is not included on a list of hazardous waste sites compiled pursuant to Government Code Section 65962.5.
f) Historical Resources: The project does not cause a substantial adverse change to a historical resource.
