Document Description
To find accepting a donation of land with the intention to develop a trailhead consistent with Livermore’s General Plan 2045[AV1.1]. Trailhead development will require a separate Site Plan Design Review entitlement. Since confirming consistency with the General Plan is the first step in the process for trailhead development, environmental review was conducted at this stage. Trailhead may include approximately 18 parking spaces, bike racks, drinking fountains, and in information kiosk.

Reasons for Exemption
Section 15332 of the CEQA Guidelines exempts projects involving In-fill Development. This project meets the following criteria for In-fill Development under Section 15332:
a. The project is consistent with the applicable general plan designation and all applicable general plan policies as well as with applicable zoning designation and regulation.
Response: The General Plan designation for the subject site is Medium-Density Residential 2 (MDR-2). The zoning designation is Planned Unit Development 11-80, which allows residential uses and uses accessory to residential. The Project site is currently vacant as challenges to development include a sitewide scenic easement and uneven topography. The proposed trailhead is consistent with General Plan goals and policies, and with the applicable zoning designation, as open space and parks are considered accessory to and consistent with residential zoning. The property donation and staging area are consistent with the residential General Plan and zoning designation because it further supports and enhances the neighborhood’s access to the adjacent Arroyo Mocho trail system that has served the neighborhood and broader community for years.
b. The proposed development occurs within city limits on a project site of no more than five acres substantially surrounded by urban uses.
Response: The Project site is approximately 1.4 acres, located within City limits, and is substantially surrounded by residential and institutional uses.
c. The project site has no value as habitat for endangered, rare, or threatened species.
Response: In 2025, a biological study found that this site does not contain any special-status wildlife or plant species, nor does it disrupt a designated wildlife corridor. Development of this parcel would not affect the value of the Arroyo Mocho for wildlife movement.
d. Approval of the project would not result in any significant effects relating to traffic, noise, air quality, or water quality[AV2.1]
Response: The future trailhead will occur adjacent to a major street, near another major street, and near a railroad. The addition of approximately 18 new parking spaces[AV3.1] would not result in any significant traffic or noise impacts. Due to the adjacent streets, the trailhead would also not result in any significant effects relating to air or water quality. The trailhead is not expected to result in any significant effects relating to traffic, noise, air quality, or water quality.
e. The site can be adequately served by all required utilities and public services.
Response: All required utilities are available in the rights-of-way adjacent to the Project site. The site is currently served by the Livermore-Pleasanton Fire Department and the Livermore Police Department and will continue to be served by these departments following trail completion.
Therefore, the Project qualifies for a Class 32 categorical exemption under CEQA Guidelines Section 15332 and no further environmental review is required.
Exceptions – CEQA Guidelines Section 15300.2
None of the exceptions to the categorical exemption listed in CEQA Guidelines Section 15300.2 apply, as described below.
Location.[AV4.1] The project site is not located within a sensitive area. The Project site is not located within a sensitive area. The Project site is in the Medium-Density Residential 2 (MDR-2) General Plan land use designation. The zoning designation, Planned Unit Development 11-80, allows residential and accessory uses, including open space amenities such as trails and parks. The site is not located within a sensitive area. It is not located in a designated wetland; it is not located on any faults or within the Alquist-Priolo earthquake fault zone; it is not located in a California Department of Forestry and Fire Protection “Very High Fire Hazard Severity Zone” in a state responsibility area, and it is not located within a Flood Hazard Area identified by the Federal Emergency Management Agency. The parcel is surrounded by existing roadways, urban development, and trails.
Cumulative Impact. The proposed use of the property for a trailhead is fully consistent with the level of development that the City of Livermore approved for the General Plan and zoning. The Project would not result in any significant impacts, and its contribution to regional growth is not cumulatively considerable. Therefore, the Project will not result in any cumulative impacts.
Significant Effects Resulting from Unusual Circumstances. There is no reasonable possibility that the Project will have a significant effect on the environment due to unusual circumstances. There is no evidence that any unusual circumstances exist. The development is consistent with the level of development contemplated by the General Plan and zoning, and there is no evidence that the use would result in significant environmental effects.
Scenic Highways. The Project site is not located along a subarea of the scenic routes identified in Livermore’s General Plan and is not designated as a Scenic Highway by the California Department of Transportation. No damage to scenic resources will occur.
Hazardous Waste Sites. The Project site is not included on the list of hazardous waste facilities compiled pursuant to California Government Code Section 65962.5, which comprises the following five parts: the list of Hazardous Waste and Substances sites from the Department of Toxic Substances Control (DTSC) EnviroStor database; the list of Leaking Underground Storage Tank (LUST) sites from the State Water Resource Control Board (SWRCB) Geotracker database; the list of solid waste disposal sites identified by the SWRCB with waste constituents above hazardous waste levels outside the waste management list; the list of active Cease and Desist Orders or Cleanup and Abatement Orders that concern the discharge of wastes that are hazardous materials; or the list of hazardous waste facilities subject to corrective action pursuant to Section 25187.5 of the Health and Safety Code, identified by DTSC.
Historical Resources. The site is not a historical resource and therefore will not cause a substantial adverse change in the significance of a historical resource.
