Reasons for Exemption
Section 15301 exempts the repair, maintenance, and minor alteration of existing private structures involving negligible or no expansion of the existing use, and includes additions to existing structures provided the addition does not increase the floor area of the structure by more than fifty percent or 2,500 square feet, whichever is less. The proposed 192-square-foot unenclosed porch is well below that threshold, adds no habitable floor area, and involves no change in the use or occupancy of the building. The exception at CEQA Guidelines Section 15300.2(f), which precludes reliance on a categorical exemption where a project may cause a substantial adverse change in the significance of a historical resource, is not implicated. The property is not listed in or determined eligible for the California Register of Historical Resources, does not appear on the City’s Historic Resources List, and is not located within a historic district.
