Document Description
The Project transforms the existing 68.51-acre Shasta District Fair & Event Center campus into a year-round community cooling and climate-resilience corridor for Anderson and the wider Shasta County North State. Improvements consist of minor alterations to already-developed land and existing facilities, induding: (a) installation of a shade-canopy amphitheater plaza over existing paved surface; (b) planting of a native and climate-adapted plant palette developed with regional botanical expertise; [c) replacement of impermeable pavement with permeable pavement and stormwater capture features at existing parking and circulation
areas; (d) expansion of tree canopy across previously landscaped grounds; and (e) an accessible walking loop connecting existing community-use facilities. No new structures increase the footprint of existing facilities, no healthy mature scenic trees will be removed, no grading will occur on slopes exceeding 10 percent, and no work will occur in waterways or wetlands.
Purpose: During extreme heat events, wildtire smoke episodes, and power-shutoff emergencies, the improved campus will serve as a community cooling and resilience refuge. Beneficiaries: residents of the City of Anderson and unincorporated Shasta County, including CalEnviroScreen-identitied disadvantaged and low-income communities served within the Project area.

Reasons for Exemption
The Project qualifies for categorical exemption under both Class 1 and Class 4 of the CEQA Guidelines:
Class 1 - Existing Facilities (14 CCR§ 15301). The Project consists of the operation, repair, maintenance, permitting, and minor alteration of existing publicly owned structures and facilities involving negligible or no expansion of existing use. The Shasta District Fair & Event Center is a public owned, developed fairgrounds facility that has operated continuously since the 1940s. All improvements - the amphitheater shade canopy, permeable pavement, walking loop, and landscape enhancements - occur on already developed portions of the campus and do not expand fairgrounds operations beyond current use.
Class 4 - Minor Alterations to Land (14 CCR§ 15304). The Project consists of minor alterations in the condition of land and vegetation that do not involve removal of healthy, mature, scenic trees. Specifically, § 15304(b) exempts "new gardening or landscaping, including the replacement of existing conventional landscaping with water efficient or tire resistant landscaping," which describes the native and climate adapted plant palette and tree canopy expansion at the core of the Project. Related site work does not involve grading on slopes exceeding 10 percent, disturbance of waterways or wetlands, or work within designated scenic or seismic hazard areas,
None of the exceptions to categorical exemption set forth in CEQA Guidelines§ 15300,2 apply: the Project is not located in a designated sensitive environment; wi 11 not result in a cumulative impact from successive projects of the same type in the same place; will not have a significant effect on the environment due to unusual circumstances; will not damage scenic resources within an officially designated state scenic highway; is not located on a hazardous-waste site listed pursuant to Government Code§ 65962.5; and will not cause a substantial adverse change in the significance of a historical resource. A Sacred Lands File search request has been submitted to the Native American Heritage Commission and tribal consultation is being conducted consistent with the intent of Public Resources Code§ 21080.3.1.
