Exempt Status

Type, Section or Code
15061(b)(3)
Reasons for Exemption
Find that the DDLA is exempt from the California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines Section 15061 (b)(3) in that the DDLA will not result in any significant effects on the environment. The DDLA requires the Developer to obtain all necessary land use approvals and entitlements from the City of Jurupa Valley. As the jurisdiction exercising land use control over the Property, the City of Jurupa Valley will be the lead agency for purposes of CEQA for any future as-needed entitlements. On March 19, 2026 the City of Jurupa Valley, adopted Resolution No. 2026-17, which included making a finding of exemption under State CEQA Guidelines Section 15268, as a ministerial project. The DDLA does not commit HACR to any definite course of action or foreclose alternatives or mitigation measures that would ordinarily be part of CEQA review.
