The proposed project allows oversized vehicles and accompanying regular passenger vehicles to park on specific sections of Embarcadero Road and Coyote Hill Road after obtaining a City parking permit. Those seeking a permit will be subject to eligibility requirements to give preference to low income persons, amongst other factors. Permittees are subject to health and safety regulations. There are two project sites, both in the City of Palo Alto. The first is located on a portion of Embarcadero Road between Embarcadero Way and the three-way intersection where Embarcadero Road splits from an east-west orientation to a north-south orientation. (APN: 008-06-002 and 008-05-006). The second is a portion of Coyote Hill Road, starting at the border of the City of Palo Alto and unincorporated Santa Clara County, and ending at the intersection of Coyote Hill Road and Hillview Avenue. (This section of Coyote Hill Rd. is bounded by the following parcels: APN 142-16-069, 142-16-075, 142-16-057, 142-16-052, and 142-16-053)

This is to advise that the City of Palo Alto (Lead Agency) approved the project described above on August 24, 2026, through City Council action. The City determined that the project and project site satisfy all criteria set forth in CEQA regulations sections 15301 and 15304, as well as Public Resources Code Section 21080.10(c) and are therefore exempt. Categorical exemptions 15301 (existing uses) and 15304 (minor alterations of land) apply because there are no automobile lane expansions proposed to these existing roads, and this project would create only minor changes to the existing roadway such as the addition of new signage. This project is also subject to PRC 21080.10(c) as it involves the contracting of services for people experiencing homelessness, including case management.
