Reasons for Exemption
The Community Development Department has determined that the project is statutorily exempt from the California Environmental Quality Act pursuant to Public Resources Code Section 21080.49 (c). Section 21080.49(c) provides that CEQA does not apply to a project consisting of the establishment or enhancement of residential home hardening or defensible space for wildfire risk reduction within 200 feet of a legal structure located in a high or very high wildfire hazard zone.
The proposed project consists of home hardening and defensible space activities on private properties within Ponderosa Hills/Mira Monte Subdivision. Activities may include hand thinning, chipping, and removal of small-diameter understory trees, brush, and other hazardous vegetation adjacent to legal structures to reduce the vertical and horizontal continuity of fuels, reduce wildfire intensity and severity near developed areas, and assist properties in meeting applicable defensible-space requirements.
Project activities will occur within 200 feet of legal structures located within a high or very high wildfire hazard zone and are intended specifically for wildfire risk reduction. Accordingly, the project meets the requirements of the statutory exemption established by Public Resources Code Section 21080.49(c).
