Reasons for Exemption
Sonoma County has determined that the Project is categorically exempt from CEQA under Section 15333 - Class 33: Small Habitat Restoration Projects. The project is stream bank stabilization and instream habitat enhancement project that uses bioengineering techniques; the primary purpose of which is to reduce or eliminate bank erosion and improve habitat for native fish. The project: (1) has footprint under five acres in size; (2) was designed for the restoration and enhancement of fish habitat; (3) results in no significant adverse impact on endangered, rare or threatened species or their habitat pursuant to section 15065; (4) will not disturb or remove any hazardous materials at or around the project site, and (5) will not result in impacts that are significant when viewed in connection with the effects of past projects, the effects of other current projects, and the effects of probable future projects. In addition, acting as the lead agency, the North Coast Regional Water Quality Control Board issued its exemption under Clean Water Act Section 401 General Water Quality Certification for Small Habitat Restoration Projects (File No. SB12006GN).
