Document Description
SamTrans provides operations of fixed route bus services for the public and demand response service (Ride Plus) and paratransit services within the above referenced service area, as well as paratransit services (Redi-Wheels) and services to coast side San Mateo County residents (Redi-Coast). SamTrans performs regular maintenance and improvement activities at its two maintenance facilities (North Base and South Base) to preserve service reliability and safety.

Reasons for Exemption
CEQA does not apply to Class 1 projects that "consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public and private structures, facilities, mechanical equipment or topographical features involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination." In addition, pursuant to Section 15301 (d), the project may include "restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment to meet current standards of public health and safety, unless it is determined that the damage was substantial and resulted from an environmental hazard such as an earthquake, landslide, or flood."
SamTrans maintenance of existing facilities for Bus and Paratransit service meets this definition.
