The project site consists of an approximately 0.6-mile segment of land comprised of a section of the existing Avila Road right-of-way (ROW), a section of the existing West Leland Road ROW, and an approximately 0.3-mile segment of undeveloped land between the two dead-end roadways, as well as a buffer around the proposed roadway. In addition, the proposed project would include the grading of an approximately 61.73-acre parcel south of the project site, identified by APN 091-020-013 (the borrow site). The General Plan designation for the borrow site is Open Space and Low Density Residential, and the General Plan designation for the majority of the roadway disturbance area is Roadway. Additional portions of land within the roadway disturbance area that are located outside of the ROW are designated Community Commercial and Low Density Residential by the General Plan. The project site is zoned Planned Development (PD), Open Space District-Limited Overlay (OS-O), and Hillside Planned District (HPD), and additional areas within the roadway disturbance area that are located outside of the ROW are zoned Single Family Residential (RS-10) and Community Commercial (CC).
Document Description
Project No. 3038 – West Leland Road Extension Phase II (the proposed project) would include the extension of West Leland Road from its current terminus near Santa Teresa Drive in a westerly direction to connect to the Avila Road terminus, connecting the City of Pittsburg to the City of Concord city limits. The new road would be approximately 0.6-mile long and would include four lanes with a raised median, sidewalks, landscaping, street lighting, and other associated features, such as bicycle facilities where appropriate. The total ROW would be approximately 100 feet. In addition, the proposed project would include the grading of a 61.7-acre parcel located south of the proposed roadway. Soil from the proposed grading activities would be hauled from the borrow site to the roadway disturbance area to be used as fill soil for the proposed project due to the on-site slopes.
