Document Description
Calaveras County Water District (CCWD) will sell up to 150 AF of water annually to EBMUD, which will be made available from Bear Creek and flow downstream past CCWD's Middle Fork Pumping Plant on the Middle Fork Mokelumne River, into the Mokelumne River upstream of Highway 49, and conveyed into Pardee and/or Camanche Reservoirs. EBMUD will then divert the water through its existing facilities to its existing water treatment plant serving the Camanche South Shore Recreation Area (CASS) for treatment and delivery to the CASS distribution system. The water sold by CCWD is available under its pre-1914 water right on Bear Creek for use by CCWD in Calaveras County.

Reasons for Exemption
This project uses existing facilities to enable CCWD to make water available to EBMUD for diversion in Pardee and/or Camanche Reservoirs, conveyance to and treatment in the CASS Water Treatment Plant, and distribution to CASS facilities in Calaveras County near Wallace. The maximum annual diversion of CCWD's water supply by EBMUD is 0.02% of the estimated average annual flow of 750,000 acre-feet in the Upper Mokelumne River watershed. This project will maintain the existing level of water service to CASS and thus will not increase net diversions. The project will not affect EBMUD's ability to meet its obligations to release water to the lower Mokelumne River for downstream environmental and consumptive uses. As a result, this project would not result in any impacts to other legal users of the water, river flows, fish or
wildlife, recreational, historical or cultural resources, or environmental values.
