Document Description
The proposed project consists of the installation, operation, and maintenance of Direct Current Fast Charging (DCFC) electric vehicle stations, Level 2 electric vehicle charging stations, and associated Electric Vehicle Supply Equipment (EVSE) within the existing paved parking lot located at 50 N. Gay Street. Work includes the placement of DC Fast Chargers and Level 2 chargers, minor excavation to install concrete equipment pads (transformer and switchgear pads), and minor utility trenching for conduit placement to connect the new charging infrastructure to LMUD's electric distribution system.
The project also includes minor localized pavement modifications, the installation of mulch buffers, modifications to the existing parking lot striping to accommodate the mixed-tier charging equipment, and safely manage changes to the internal traffic flow within the lot. Additionally, the layout requires the careful onsite relocation and preservation of two (2) mature trees within the facility footprint to accommodate the hardware. No trees will be destroyed or permanently removed from the site. No new lighting is proposed.
The primary purpose of the project is to expand accessible public and utility EV fleet infrastructure in Uptown Susanville. Beneficiaries include the general public, local EV and transient EV drivers.

Reasons for Exemption
1. Class 1 (Existing Facilities) [§ 15301]: The project consists of the minor alteration of an existing public facility and mechanical/electrical equipment involving negligible or no expansion of the existing use. Specifically under subsection (b), it involves the minor alteration of existing infrastructure utilized by a publicly owned utility (LMUD) to provide electric power services. The project utilizes an existing paved parking lot and includes minor restriping of existing spaces to accommodate the new charging hardware and adjust internal traffic flow, which represents a routine modification to improve the safety and efficiency of an existing facility without expanding its external physical footprint.
2. Class 3 (New Construction or Conversion of Small Structures) [§ 15303]: The project consists of the installation of limited numbers of new, small electrical equipment and accessory structures. The DC Fast Chargers, Level 2 chargers, and associated utility concrete equipment pads represent small new infrastructure located entirely within a developed, urbanized area.
3. Class 4 (Minor Alterations to Land) [§ 15304]: The project involves minor alterations in the condition of land and vegetation. Specifically under subsection (f), it includes minor utility trenching and backfilling for electrical conduit where the surface is restored, as well as minor localized landscaping modifications (mulch) and ground surface alterations. While the project layout requires adjusting the positions of two (2) mature trees, these trees will be actively relocated and replanted onsite within the existing facility footprint. This action does not constitute the destructive removal of healthy, mature, scenic trees and will be performed in a manner that protects local vegetation.
