Document Description
To install thirty-three (33) concrete steps, 4-feet wide, on the landside slope of the levee and twenty-four (24) concrete steps, 4-feet wide, on the waterside slope, with a handrail on the landside stairs; one three-quarter inch PVC water pipe and one three- quarter inch electrical conduit, double-walled, installed at a minimum depth of 24 inches, extending from the landside levee toe up along and parallel to the landside stairs, across the levee crown, and down parallel to the waterside stairs; an emergency shutoff valve located on the landside hinge of the levee; and 18 level pop-up sprinkler heads (nine on the landside and nine on the waterside) in double wall pipe with a leak detection sensor which will be installed at the landside levee toe and on the lower embankment of the waterside slope. Natural grasses and wildflowers will be planted to serve as ground cover

Reasons for Exemption
The Board has determined that the project activities within the Board's authority are exempt from CEQA pursuant to the Class 2 (Replacement or Reconstruction) categorical exemption (California Code of Regulations, title 14, section 15302). The Project qualifies for this exemption because it involves the replacement or reconstruction of an existing structure or facility that will be located on the same site as the structure or facility replaced and will have substantially the same purpose and capacity. The project activities within the Board's authority are also exempt from CEQA pursuant to the Class 3 (New Construction or Conversion of Small Structures) categorical exemption (California Code of Regulations, title 14, section 15303). The Project qualifies for this exemption because it involves the construction or installation of small facilities or structures, or minor conversion of an existing small structure, consistent with this exemption. In addition, the Board has determined that the project activities within the Board's authority are exempt from CEQA pursuant to the Class 4 (Minor Alterations to Land) categorical exemption (California Code of Regulations, title 14, section 15304). The Project qualifies for this exemption because it involves minor alterations in the condition of land, water, and/or vegetation which does not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes. The Board further finds that none of the exceptions to the categorical exemptions set forth in California Code of Regulations, title 14, section 15300.2 apply.
