Document Description
To construct an 811 square foot addition to an existing home authorized under Permit No. 12000 over the existing carport. To authorize the existing “L” shaped 29-foot-long by 5-foot-tall and 30-foot-long by 5-foot-tall concrete block wall attached to the north side of the existing structure and perpendicular to the levee. This is also a name change permit and includes conditions that are consistent with current flood control standards and policies of the Central Valley Flood Protection Board. This permit supplements Permit No. 12000 that was issued to Harry Burkholder to construct a single-family dwelling with septic system, well, and landscaping on the left bank of the Sacramento River.

Reasons for Exemption
The Board has determined that the project activities within the Board's authority are exempt from CEQA pursuant to the Class 3 (New Construction or Conversion of Small Structures) categorical exemption (California Code of Regulations, title 14, section 15303). The project qualifies for this exemption because it involves the construction or installation of small facilities or structures, or minor conversion of an existing small structure, consistent with this exemption. And, the Board has determined that the project activities within the Board's authority are exempt from CEQA pursuant to the Class 1 (Existing Facilities) categorical exemption (California Code of Regulations, title 14, section 15301). The project qualifies for this exemption because it is limited to the operation, repair, maintenance, permitting, or minor alteration of an existing facility and involves negligible or no expansion of existing or former use. The Board further finds that none of the exceptions to the categorical exemptions set forth in California Code of Regulations, title 14, section 15300.2 apply.
