Document Description
To install a metal, chain-link cross levee fence (CLF) up and over the levee and recessed stairs with railing on the landside of the levee. The fence will have 6-foot-high by 8-foot-wide sections on both slopes. The waterside slope will be approximately 77 feet in length with 11 removable sections and the landside slope will be approximately 36 feet in length consisting of 6 sections that are not removable. The project includes a 14-foot-wide double-leaf gate across the levee crown for vehicle access, 8 concrete steps on the waterside slope and 26 concrete steps on the landside slope, each 36-inches wide, with an adjacent 6-inchwide concrete curb, all flush with the levee slope, a metal handrail on the landside levee slope, a 36-inches by 12-inches concrete landing at the top and bottom of the stairs. The maximum excavation depth for the stairs on the slope will be 12 inches. The posts for the CLF will be embedded 18 inches below the crown and slope.

Reasons for Exemption
The Board has determined that the project activities within the Board's authority are exempt from CEQA pursuant to the Class 2 (Replacement or Reconstruction) categorical exemption (California Code of Regulations, title 14, section 15302). The project qualifies for this exemption because it involves the replacement or reconstruction of an existing structure or facility that will be located on the same site as the structure or facility replaced and will have substantially the same purpose and capacity. The project activities within the Board's authority are also exempt from CEQA pursuant to the Class 3 (New Construction or Conversion of Small Structures) categorical exemption (California Code of Regulations, title 14, section 15303). The project qualifies for this exemption because it involves the construction or installation of small facilities or structures, or minor conversion of an existing small structure, consistent with this exemption. In addition, the Board has determined that the project activities within the Board's authority are exempt from CEQA pursuant to the Class 4 (Minor Alterations to Land) categorical exemption (California Code of Regulations, title 14, section 15304). The project qualifies for this exemption because it involves minor alterations in the condition of land, water, and/or vegetation which does not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes. The Board further finds that none of the exceptions to the categorical exemptions set forth in California Code of Regulations, title 14, section 15300.2 apply.
