Document Description
To construct a cross-levee fence on the left bank of the Sacramento River. Consisting of a 6-foot high chain-link fence with 8-foot removable sections (panels and posts), one 14-foot wide, double leaf gate for emergency vehicle access on the levee crown. Footings will be a maximum depth of 12-inches on the waterside and 18-inches on the crown for the gate, as well as the landside fence posts. Waterside will be approximately 85 feet of fence from centerline to water edge and landside will be approximately 58 feet of standard 6-foot fixed chain link from centerline to existing fence at levee toe.

Reasons for Exemption
The Board has determined that the project activities within the Board's authority are exempt from CEQA pursuant to the Class 2 (Replacement or Reconstruction) categorical exemption (California Code of Regulations, title 14, section 15302). The project qualifies for this exemption because it involves the replacement or reconstruction of an existing structure or facility that will be located on the same site as the structure or facility replaced and will have substantially the same purpose and capacity. The project activities within the Board's authority are also exempt from CEQA pursuant to the Class 3 (New Construction or Conversion of Small Structures) categorical exemption (California Code of Regulations, title 14, section 15303). The project qualifies for this exemption because it involves the construction or installation of small facilities or structures, or minor conversion of an existing small structure, consistent with this exemption. In addition, the Board has determined that the project activities within the Board's authority are exempt from CEQA pursuant to the Class 4 (Minor Alterations to Land) categorical exemption (California Code of Regulations, title 14, section 15304). The project qualifies for this exemption because it involves minor alterations in the condition of land, water, and/or vegetation which does not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes. The Board further finds that none of the exceptions to the categorical exemptions set forth in California Code of Regulations, title 14, section 15300.2 apply.
