Reasons for Exemption
The project listed is exempt from CEQA pursuant to CEQA Guidelines, section 15332 (In-fill Development Projects).
a) The project is consistent with the applicable general plan designation and all applicable general plan policies as well as with applicable zoning designation and regulations. The proposed project is consistent with the Mixed Use Village General Plan Land Use designation and the C-3 Zone District. The project is consistent with applicable General Plan goals and policies that encourage appropriate infill development, well-managed growth, and responsible development and redevelopment that preserves the quality of life in existing neighborhoods. The project is also consistent with Goal 5, which supports a city that provides housing, employment, and lifestyle opportunities for residents of all ages and incomes. In addition, the project supports the General Plan's broader objectives for reinvestment in and continued use of existing developed areas. The proposed accessibility improvements will enhance the usability of the existing facility for members of the community, including individuals with mobility and other accessibility needs, without changing the established community-serving character of the site.
b) The proposed development occurs within city limits on a project site of no more than five acres substantially surrounded by urban uses. The project is located within the city limits on a total of ±0.51 acres, which is surrounded by other urban uses.
c) The project has no value as habitat for endangered, rare or threatened species. The site has no value as habitat for endangered, rare, or threatened species.
d) Approval of the project would not result in any significant effects relating to traffic, noise, air quality, or water quality. The Project has operated at this location since 1924. According to Clovis Police Department service records, there are no documented parking or circulation issues associated with the site. Additionally, the proposed expansion of the project’s lobby and terrace would not increase the size or occupancy of the existing sanctuary. Therefore, the proposed improvements are not expected to result in significant effects related to traffic, noise, air quality, or water quality.
e) The site can be adequately served by all required utilities and public services. The Project has operated at this location since 1924 and is currently served by existing utilities and public services. The proposed improvements would continue to utilize these existing services and would not require substantial new or expanded utility or public service infrastructure. None of the exceptions identified in CEQA Guidelines section 15300.2 apply to the project.
