Merced Avenue Stormwater Capture Project CIP No. 089

The City of El Monte proposes to replace the existing City-owned El Monte Storm Drain between Merced Avenue and Brockway Street. The Project includes stormwater infrastructure improvements, water quality enhancements, and pedestrian and bicycle connectivity improvements. Specifically, the existing open concrete channel will be replaced with a subsurface reinforced box culvert and a diversion structure designed to capture dry-weather flows and a portion of wet-weather flows. Captured stormwater will be conveyed to a treatment system consisting of pretreatment facilities and a vegetated bio-swale with a footprint of approximately 0.3 acres, a ponding depth of 0.75 feet, and a storage capacity of approximately 0.23 acre-feet. The bio-swale will include a subsurface passive irrigation system to support vegetation. The Project also includes construction of a shared use path above the culvert, raised crosswalks at Merced Avenue and Brockway Street, pedestrian gates, motion-activated lighting, and installation of an 8-foot-tall metal screening fence along both the southern and northern boundaries. The Project site is approximately 2.56 acres in size and is located within a fully developed urban area. Construction is anticipated to begin in May 2027 and be completed by December 2028.
