Mount Tamalpais Road and Trail Management Plan Update

The Marin Municipal Water District (Marin Water or District) proposes to update the Road and Trail Management Plan (RTMP). The proposed RTMP Update builds upon the existing RTMP, which was approved in 2005 pursuant to its certification of the Mount Tamalpais Road and Trail Management Plan Environmental Impact Report, State Clearinghouse #2004082018 (2005 RTMP EIR). In support of Marin Water’s mission to manage “the lands, water, and facilities in our trust to provide reliable, high-quality water and adapt and sustain these precious resources for the future,” the RTMP Update would include changes that address restoration priorities and road and trail access. The overall restoration approach would improve water quality through road-to-trail conversion projects, decommissioning and restoration of non-system routes outside of the approved trail system, and strategic rerouting of roads and trails. The RTMP Update Environmental Impact Report will include both program- and project-level analyses. The program-level component will include signage, stewardship, adaptive management for modifications to roads and trails, long-term road and trail access and restoration projects, and enforcement mechanisms. Project-level components of the RTMP Update consist of priority restoration, road and trail access modifications, and improvements intended for near-term implementation. Trail access relates to hiking, biking, and equestrian user groups. For the purposes of this plan update, bicycles include pedal-assist electric bikes (Class 1 electric bikes). The RTMP Update would continue to implement components of the 2005 RTMP unchanged, including signage and associated facilities, ongoing road and trail maintenance programs, classifications and condition of roads and trails not identified for changes as part of the RTMP Update, existing community stewardship programs, and standards for roads and trails with no change in use.
