Document Description
The State Street Master Plan is a long-term visioning document for the revitalization of downtown over the next 50 years. The State Street Master Plan covers the 400 through 1300 blocks of State Street (between Gutierrez and Sola Streets), approximately one mile in addition to the adjacent paseos, plazas, parking facilities, and cross streets that make up the broader downtown area.

Reasons for Exemption
Adoption of the State Street Master Plan is exempt pursuant to Section 15061(b)(3) of the CEQA Guidelines as the “common sense exemption”. It can be seen with certainty that there is no possibility that the adoption of the State Street Master Plan will have a significant effect on the environment because it does not approve any development project or physical change to the environment. Rather, the State Street Master Plan is a long-term visioning document that sets forth the revitalization of downtown and the plan for downtown for the next 50 years. Approval of any subsequent projects in accordance with the State Street Master Plan will comply with CEQA.
