Document Description
The project consists of the construction and operation of a City-owned 1.815 megawatt ground-mount solar photovoltaic system (utility and transmission facilities) that will be located in a 2.1 acre (91,773 square-feet) area of a 219 acre parcel sited within Pomeroy Canyon and the southern portion of the Verdugo Mountains. The Brand Park Solar Photovoltaic System Project is located in the Special Recreation (SR ) Zone and includes construction of 3,300 ground mounted modules (PV panels), transformers and inverters and combiner panels extending to an approximate height of 6 feet and 6 inches (Project). The Project will be constructed above an inactive landfill that consists of a manufactured flat pad and does not involve grading (cut and fill of material); however, is anticipated to involve minor site preparation to level the surface of the existing previously graded closed landfill site. The Project is proposed on City-owned property located above Brand Park and along the existing access road. Electrical distribution lines will be installed overhead mounted on a series of new wood utility poles in or adjacent to existing access road.

Reasons for Exemption
The project consists of the installation and operation of a ground-mounted solar photovoltaic system, including associated transformers, inverters, combiner panels, and related utility infrastructure, on an approximately 2.1-acre portion of an existing disturbed and previously graded inactive landfill pad within a larger 219-acre City-owned property. The Project would not result in substantial modification to existing topography, removal of mature or indigenous trees, or significant grading. The Project site consists of an existing manufactured flat pad on an inactive landfill and does not require substantial alteration of natural landforms, with only minor site preparation and leveling anticipated.
The Project scope of work will occur within a previously disturbed portion of Brand Park that was the now closed Brand Landfill; it consists of large, paved and unpaved walking paths that are frequented by the general public and surrounded by natural habitat. A Biological Resources Assessment was prepared by TRC (dated October 2026, Exhibit 4) to analyze for potential impacts resulting from the Project that may disturb existing native species/natural habitats/features within the Project’s approximately 2.1 acre scope of work area that includes a 100-foot buffer zone around the proposed solar installation. Based upon TRC’s review and analysis, the Project includes conditions/project design features that avoid disturbance to all native vegetation on the property to avoid potential impacts to the biological resources. Avoidance includes limited vehicle, equipment, and materials storage and or stockpiling at locations adjacent to or boarding the property. Additional conditions have been included to require focused pre-construction surveys (Pre-construction nesting birds and raptor survey, Least Bell’s vireo survey, Pre-construction surveys for special status wildlife, Crotch’s Bumble Bee survey, Western Spadefoot Toad survey) prior to issuance of building permits and commencement of construction in order to avoid any interference with nesting or breeding and to observe the Project site during the respective breeding seasons.
