Class 4 applies because the Project involves minor alterations to disturbed land associated with demolition of existing improvements, construction of new replacement improvements, and restoration of all exposed surfaces.
Class 14 applies because the Project involves minor additions and improvements within an existing public high school campus that would not result in an increase of more than 10 classrooms or 25 percent of the existing enrollment capacity.
None of the exceptions in CEQA Guidelines Section 15300.2 apply to the Proposed Project.
