Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Profession Code, Division 10, Chapter 2, Section 26012, approved a small outdoor commercial cannabis license. The Project will consist of cannabis cultivation activities including 10,000 square feet (sq.ft.) of permitted cannabis cultivation, propagation of clones for use onsite and drying of harvested cannabis plants. There is no trimming or packaging onsite. Existing non-cannabis structures on the parcel include a single-family residence and 2 seasonal carports. Cannabis support buildings and infrastructure include a 1,750 sq.ft. permitted barn used for drying, product storage, petroleum and equipment storage, a 160 sq.ft. nutrient and pesticide storage shed, 6, 250 gallon mixing tanks (100sq.ft.), a 64 sq.ft. administrative hold area, a 400 sq.ft. compost area, a 400 sq.ft. soil amendment and storage area, a 3,000 sq.ft. immature (propagation) greenhouse, a 4,770 sq.ft. immature plant full sun area, 7, 5,000 gallon water tanks (400 sq.ft. combined area), 2, 1,500 gallon water tanks (100 sq.ft. combined area), and a pressurized drip irrigation system. Water for cultivation is provided by a permitted groundwater well with 38,000 gallons of irrigation water storage occurring in 7, 5,000 gallon tanks and 2, 1,500 gallon tanks. The site has additional tanks for mixing ( 6, 250 gal tanks). Annual cannabis irrigation use is 71,000 gallons of water per year. Power for cultivation activity is primarily provided by PG&E.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is consistent with the local jurisdiction community plan and/or zoning designations. CEQA mandates that the project is consistent with the development density established by existing zoning, community plan, or general plan policies for which an EIR was certified and shall not require additional environmental review, except as might be necessary to examine whether there are project-specific significant effects which are peculiar to the project or its site. The project activity fits within the parameters included in CEQA Guidelines Section 15183 and the activity does not require additional CEQA analysis.
