Document Description
The proposed action approves a cost share agreement with the City
of Los Angeles for environmental services at Long Beach Leads Extension Parcels LBX/MY-851 and LBX/SE-853, including historical
and future costs in an amount not to exceed $1,100,000, with a term commencing on the date of agreement signature through
October 31, 2030. The Cities of Long Beach and Los Angeles have jointly owned LBX/MY-851 and LBX/SE-853 since 1994 and 2020,
respectively. Both parcels are under regulatory oversight by the Los Angeles Regional Water Quality Control Board, which requires
groundwater monitoring, free product recovery, and remediation of soil and groundwater. The Port of Los Angeles (POLA) has
managed the environmental regulatory responsibilities since 2007. The agreement allows the Port of Long Beach (POLB) to
reimburse the POLA for previous testing, monitoring, reporting, and remediation actions, and establishes a cost share
arrangement between POLB and POLA for environmental work to be performed through October 31, 2030.

provides for reimbursement of historical costs and continued funding of free product recovery at Long Beach Leads Extension
Parcels LBX/MY-851 and LBX/SE-853.

Reasons for Exemption
The Class 6 Categorical Exemption consists of basic data
collection, research, experimental management, and resource evaluation activities which do not result in a serious or major
disturbance to an environmental resource. The cost share agreement provides continued funding for semi-annual groundwater
monitoring at Long Beach Leads Extension Parcels LBX/MY-851 and LBX/SE-853, which consists of data collection and resource
evaluation activities that will not result in a serious or major disturbance to an environmental resource.
The Port has determined that none of the exceptions to the exemptions in the California Environmental Quality Act (CEQA) Guidelines Section 15300.2 foreclose the use of Categorical Exemption CEQA Guidelines Section 15301 (Class 1. Existing Facilities) and Section 15306 (Class 6. Information Collection); therefore, the Project is exempt from CEQA and no further environmental review is required.
