Document Description
The City of Lemoore proposes to acquire and develop approximately 2.76 acres as a new public neighborhood park known as Cinnamon Park. The site currently contains a residence and associated improvements. The residence and improvements would be removed as part of park development.
The current planning program includes a multi-generational splash pad; musical/sensory playground; pump track; 2 to 4 pickleball courts; walking/fitness loop; outdoor fitness stations; pollinator and wellness garden; multi-use turf/open green space; prefabricated public restroom; approximately 0.23-acre parking area; shade sails/structures; benches and picnic tables; trash receptacles and related furnishings; at least 40 trees; drought-tolerant landscaping and water-efficient irrigation; lighting; fencing; accessible circulation; stormwater improvements; and necessary utility connections. The final configuration will be refined through community-based planning and subsequent design.

Reasons for Exemption
The Project site is zoned for light industrial use, and a park is a permitted use in this zone district. The surrounding area fully developed with residential, commercial and public facilities. The new park will benefit the residence of the City by offering a new outdoor recreational opportunity that improves the quality of life for the entire community.
A review of the California Department of Toxic Substances Control, Envirostor (Cortese) database and the State Water Resources Control Board, Geotracker database indicates that the Project site does not contain a listed hazardous waste facility or known cleanup site. Additionally, there are no scenic highways or resources that would be impacted by the Project. The site is located in a developed urban area and does not support suitable habitat for special status plant of wildlife species.
Based on the analysis above, it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. The Project would not result in a significant environmental impact and is consistent with the provisions of Section 15061(b)(3) as per Section 21084 of the Public Resources Code.
The proposed Project is consistent with applicable development standards, such as parking, landscaping, signage, lighting, encroachments, sidewalks, service connections. The City’s prepared and certified an EIR for the General Plan Update in 2008 (SCH No. 2006081113). Therefore, the Project is consistent with the City’s Zoning Code, General Plan and EIR.
