CCR defines a Section 15304 Class 4 categorical exemption as "minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes." This program will reduce fuels along roadsides in order to provide protective fuel reduction to surrounding developments. Solano RCD staff conducted a CNDDB search and determined that project activities will not cause significant adverse impact to special status species.
