Document Description
The County of Modoc, through funding provided by the California Department of Water Resources Stream Gage Improvement Program (CalSIP), proposes installation of a stream gage and associated monitoring equipment to reestablish streamflow monitoring capabilities at a historically monitored location on Bidwell Creek near Fort Bidwell. Project improvements include installation of a solar-powered datalogger control box equipped with telemetry equipment, an antenna, and solar panel, approximately 300 feet upslope of the left (north) bank of Bidwell Creek. The control box will be supported by two posts installed in approximately 2-foot-deep, 6-inch-diameter augured holes and secured with concrete footings. A flexible 2-inch PVC conduit will extend from the control box to a gaging pool within the stream channel where a bubbler gage will be installed. The conduit and bubbler assembly will be secured using J-hook rebar anchors placed on the ground surface to maintain stability. Installation of the bubbler gage and conduit will not require excavation, dredging, streambank modification, or removal of material from the streambed. A tagline across Bidwell Creek will be installed to facilitate streamflow measurements and equipment maintenance. Tagline support will either be attached to existing trees or posts installed on each streambank using approximately 2-foot-deep by 6-inch-diameter augured holes backfilled with concrete. The project is intended to provide reliable, real-time streamflow data for water resource management, public safety, water supply planning, and conservation of freshwater resources.

Reasons for Exemption
The proposed project qualifies for a Class 6 Categorical Exemption under CEQA Guidelines Section 15306 (Information Collection), which consists of basic data collection, research, and resource evaluation activities that do not result in a serious or major disturbance to an environmental resource. The project involves installation and operation of a small stream gaging station for collection of hydrologic and streamflow data at a previously monitored location. Activities are limited to installation of minor monitoring equipment with minimal ground disturbance. No grading, channel modification, vegetation removal, alteration of streamflow, or substantial disturbance to environmental resources would occur.
None of the exceptions to categorical exemptions under CEQA Guidelines Section 15300.2 apply. Therefore, the project is appropriately exempt under CEQA Guidelines Section 15306, Class 6 (Information Collection).
