Reasons for Exemption
Section 15301 of the CEQA Guidelines exempts projects involving the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing private or public structures or facilities, involving negligible or no expansion of the existing or former use.
The Project involves minor exterior improvements to an existing Wells Fargo bank building but would not alter the existing bank use. Furthermore, the subject building is located within a subarea of Livermore’s Downtown Specific Plan that contemplates and permits the operation of financial institution. Therefore, the Project qualifies for a Class 1 categorical exemption under Section 15301 of the CEQA Guidelines.
Furthermore, none of the exceptions to the categorical exemption listed in CEQA Guidelines Section 15300.2 apply.
